Chances are better than ever that terrorists will unleash a
chemical or biological weapon in the next three
years—that was the finding of the
Commission on the
Prevention of Weapons of Mass Destruction Proliferation and
Terrorism a year ago. This week, the commission issues a
report card on progress in preventing such a disaster.
