During the last few years of the former Soviet Union (FSU), a committee consisting of scientists from several of the republics participated in the development of a laser safety standard (norm). This paper summarizes the background for the development of exposure limits for occasional irradiation of the human eye for single laser pulses ranging from 1 picosecond to 1 second in the visible and near infrared spectral ranges, and they also apply to collimated laser beams which would normally be hazardous for intrabeam viewing.
