Argonne National Laboratory-East (ANL-E) is a federally funded applied research facility, operated by the University of Chicago under contract to the U.S. Department of Energy. Much of the research is performed in collaboration with external industrial companies and universities, and involves substantial numbers of researchers visiting the site for short periods. Laser users work in a number of scientific and engineering disciplines. In this varied and fluid environment, a laser safety program must have sufficient rigor to ensure good hazard control, but it must also allow for some flexibility. The ANL-E laser safety program is derived from a commitment to adhere to the technical and administrative recommendations of ANSI Z136.1, while allowing some adaptability of interpretation when necessary. This safety program has evolved since the 1980s to meet the unique needs and philosophy of ANL-E. The program includes a written site laser safety policy, formalized procedures for safety review, requirement for written authority to operate, a site laser safety officer (LSO), medical surveillance, and user safety training delivered in both web-based and classroom modes.
