The aim of this research is to determine heavy metals concentration in water, soil, and cassava leaves around Tanjung Awar-Awar Steam Power Plant Plant located in Tuban, East Java. Metals were determined using instrumental neutron activation analysis. This technique was done in Kartini Research Reactor in Yogyakarta and utilized its Lazy Susan and pneumatic facility. Kartini Research Reactor operates at 100 kW of power with flux of neutron thermal around 0,580.1011 n.cm-2.s-1. Around 16 metals were identified in the water. Among those, the lowest metal concentration was Cd at 0,634±0,070 mg/L and the highest metal concentration was Mg at 9.10-4±1.10-4 mg/L. Meanwhile, the lowest metal concentration detected in cassava leaves was Sb at 0,008±1.10-4 mg/kg and the highest metal concentration in cassava leaves was K at 5591,220±81,590 mg/kg. Metals identification in the soil is divided into 2 clusters, the first cluster is trace metal and the second cluster is major and minor metals. Trace metals consist of 11 different metals, the lowest one detected in soil was U at 1,638±0,120 mg/kg and the highest one was Cu at 58,322±6,410 mg/kg. For major and minor metals, the lowest one detected in soil was Al at 6,137±0,410 mg/kg and the highest one was V at 101,87±7,500 mg/kg. Based on the Daily Intake of Metals (DIM) with oral reference dosage, cassava leaves around Tuban steam power plant is safe for consumption. Health Risk Index (HRI) from researched heavy metals is lower than 1, this value means that health risk is relatively none.
