The gluonic structures in hadrons are usually described by gluon distribution functions parametrized in momentum space with unknown small-x behavior. In order to figure out the non-perturbative structures, we introduce an axiomatic approach in coordinate space with two axioms which can be used to estimate the gluonic densities in hadrons. In momentum space, we can apply the same formalism to account for the fragmentation processes in high energy scatterings resulting in new method to describe jet structures.
