The main purpose of this article is to study and explain the roots of local unsustainable tourism development in a developing country, with particular reference to the Samarkand region of the Republic of Uzbekistan. It was found that the factors that encourage the sustainable development of tourism are not under the control of the local population and authorities. They are mainly related to national level issues such as political, economic policies, national planning approaches used in tourism, patron-client relations between decision makers and the relevant business class, as well as the role of international tour operators in the international tourism system. It was mathematically predicted to achieve sustainable development of tourism at the local level in a developing country. According to the resolution, our country, along with other countries of the world, is committed to ensuring comprehensive economic growth, social integration and environmental protection, and at the same time, to help ensure peace and security in the world, based on the goals and objectives of sustainable development until 2030. Therefore, the prediction of the development of the tourist industry of Samarkand region in the period of 2024-2026 is presented.
