21st-century skills require innovation in learning design. One of the principles of 21st-century learning design is the use of technology and learning media that can make students active, offering, and productive. This study aims to develop innovative learning media, namely digital comics with interactive quizzes, based on a metacognitive strategy using the ADDIE model (analysis, design, development, implementation, and evaluation). This research concerns the two initial stages of ADDIE, which include the analysis and design stages. Stages of analysis used to analyze the needs of teachers and students in Aceh in the use of biology learning media. Data collection at this stage was carried out online using a questionnaire distributed to 12 biology teachers and 42 students in Aceh. Based on the analysis results, it continued to the design stage of designing digital comic media with interactive quizzes compiled by the Metacognitive Strategy by Gregory Schraw and Antonio P. Gutierrez, which includes five functional learning activities (planning, organizing, monitoring, debugging, and evaluation).
