Mathematical literacy is becoming one of the most important skills in the twenty-first century. However, PISA results show that there is still an opportunity for improvement for Indonesian junior high school students. The textbook is one type of learning media that can help students improve their mathematical literacy. However, most existing teaching materials do not include a component to encourage mathematical literacy. Furthermore, it is still delivered in the form of textbooks with few illustrations and limited access to websites. PjBL and STEM integration have the potential to improve students’ mathematical literacy. As a result, the current research aims to create a digital book that combines project-based learning and Science, Technology, Engineering, and Mathematics (STEM) in the context of Kota Semarang, Indonesia to stimulate the students’ mathematical literacy. The study involves the educational research and development cycle, which refers to Borg and Gall’s model, to develop a valid, effective, and practical digital book PjBL-STEM-based to stimulate junior high school students’ mathematical literacy skills. According to the expert validation, the product’s validity level is 94.5%, which represents the quality of the digital book in four aspects, namely the learning process, mathematical literacy, evaluation, and the STEM-PjBL design project activity. Furthermore, the implementation of the digital book STEM-PjBL during the lesson is eliciting positive responses from students as measured by the questionnaire. As a result, the product is expected to aid in the teaching and learning process, thereby increasing students’ mathematical literacy.
