Currently, investment in small and medium-sized enterprises (SMEs) is getting attention from investors. During this time most investors in the field of Small and Medium Enterprises (SMEs) only invest in SMEs that they consider superior, so some of the investors are still wrong in making the right decisions. Data from the Medan City Government shows that there are at least 4 criteria that can be used as parameters in choosing the best alternative for SMEs to invest in, including labor, turnover, assets, and capital. The AHP method will be used to determine the priority weights of the 4 predetermined criteria, and the TOPSIS method is used to rank alternatives by optimizing positive ideal solutions and negative ideal solutions to get the right and worthy SMEs for investment. In this study, it can be concluded that the combination of AHP and TOPSIS methods can be used to help solve decision-making problems in the investment priority determination system in SMEs in Medan City.
