One touch – one decision, this is the principle followed by this proposal to provide full support and security as well as facilities and obtainability’s to make the required decision in a transparent manner. Because of the development and growth in industries, services and other fields, conclusively, it became necessary for the workflow to be accurate, simultaneously with process speed, away from bureaucracy that waste time and resources. In this research, a website networking system was designed and applied practically in the Ministry of Science and Technology (MoST) as a case study, to achieve the clearance form for the employees by the Human Resources Department (HRD). The website was designed using ASP.net by C# and the database using SQL Server, the website uploaded to a global server. The work moderated for 21 departments (sections) to achieve the desired procedure. The results have proved that the efficiency of the proposed system and specified in a period of time hundredfold comparing with the former one (papers forms), and it won the satisfaction of the personnel according to the 120 Questioners. The proportion of this proposal was better (95.5%), in ratio equal to 1.8:120. Additionally, tracking the e-clearance form remotely is available for employee which (97%) preferred to use it.
