This paper presents an analysis of leading indicators for improving the level of safety culture in an organization. For this purpose, the analysis of scientific literature has been carried out. The characteristics of the lagging safety indicators are given. The definition of leading indicators is given. The main safety leading indicators that have a direct impact on the level of safety culture are highlighted. At the same time, one of the important preventive indicators that take into account the influence of the human factor on the level of safety culture is highlighted - competence. A characteristic is given for each of the identified indicators of safety culture. Among the most important indicators, according to a review of the scientific literature, are management commitment and staff engagement.
