Mitigating the spread of Covid-19 in Indonesia has hindered the optimal implementation of government’s economic management plans. Among the available plans, reducing the regional economic inequality, is still main priority of the government. Specifically for East Java, the plan has been governed through the establishment of Development Area Unit - DAU (Satuan Wilayah Pengembangan - SWP). According to the East Java Provincial Regulation Number 5 of 2012, each DAU has a central region which acts as an engine of development, whereas the rest of the regions within DAU are the supporting ones. The central region has a role as a stimulator for the development and economic growth of the supporting regions. The objective of this study is to analyze the efficiency of East Java’s implementation of economic equality policies, during the pandemic. This study uses Weighted Median Algorithm to detect spatial outliers. In this case the regions which have extremely different economic performance than the rest of the regions. This study uses Weighted Median Algorithm to detect spatial outliers. The data of 38 cities/regencies’ economic growth in East Java in 2020 are used. The results show that there are 3 regions detected as outliers, namely Tuban Regency, Bangkalan Regency, and Batu City. Tuban and Bangkalan are the regions with low economic growth, which are surrounded by regions with high economic growth. Whereas in Malang Raya SWP, Batu is detected as low economic growth regions compared to the surrounding regions. Nevertheless, we also have to give attention to Kediri City who has high risk of potential L-H outlier considering it is an engine of development. The detected spatial outliers within the two DAUs suggest that Malang and Surabaya are the central regions which need to improve their role to promote economic growth equality. This result can be used to formulate a better policy for the East Java’s government for economic recovery post Covid 19.
