Knowing the performance of road networks is a significant factor to put the main steps of improving traffic performance and reducing delays. Therefore, this current study aims to assess the performance of the urban street network in the city of Kerbala, characterized by its religious and touristic character, as it attracts many visitors. The main objective is to determine the level of service (LOS) based on the U.S Highway Capacity Manual threshold (HCM 2000) and evaluate each performance measure, including travel time, corresponding travel speed, and free-flow speed evaluation of each segment of the network. Field traffic required data during the morning (7:30 AM - 9:30 AM) and evening hours (12:30 PM 2:30 PM) during measure peak hours. Regarding access management, which is a critical concern to traffic operation in urban cities, statistical correlations between trip speed and relevant variables that documented. The findings show that several segments suffer from congested flow conditions (LOS F), while others operate at or near capacity.
