Indonesia’s cultural heritage law has regulated zoning system of cultural heritage objects. This study discusses whether zoning systems especially development zone as stipulated in Article 73 para. (3) of the Cultural Heritage Law No. 11 of 2010 can be used to protect the cultural heritage, although such zone is intended to govern tourism activities. This study uses secondary data with normative and content analysis approach. Based on its implementation, it can be concluded that development zone of cultural heritage site can be maintained based on three important aspects: the implementing regulation, in this case technical guidance and ministry regulation concerning the zoning system for the preservation of cultural heritage, the organization that can be classified into three important group consist of the person and cultural heritage and preservation experts who can build good mindset based on sustainability of cultural heritage preservation, and legal culture of the whole community to protect and preserve cultural heritage.
