Based on expert assessments, two groups of macroeconomic factors have been identified for the functioning of the agro-industrial complex in the conditions of external sanctions since 2014 and a pandemic since 2019. Favorable factors include state regulation of the agro-industrial complex, the growing role of direct methods of socio-economic regulation, the ratio of small and medium-sized enterprises and large businesses, the predominance of ownership of agricultural holdings and the state for agricultural land. The threat is represented by the rental model of socio-economic development, the gap between the financial market and the real sector, a decrease in the speed of innovation processes, the level of consumer demand and import dependence of technologies, materials, equipment. It is proposed to strengthen state regulation of the industry by expanding budget financing and the growth of state entrepreneurship, which will allow the development of rural areas and reduce social inequality.
