The increase in the number of public and private vehicles has resulted in the use of highways continuing to increase and is directly proportional to the potential for material scarcity and road damage. In this study, coal fly ash and brick powder were used as an alternative to cement filler in asphalt pen 60/70 layers of asphalt concrete-wearing course (AC-WC). This study aimed to determine the changes in the value of the marshall parameter with the effect of the asphalt-concrete mixture using coal fly ash and brick powder as filler. The research method used the Marshall test with reference to the 2010 Bina Marga specification. The specimens were made using three variations of filler, namely 70%: 30%, 60%: 40%, and 30%: 70%. Based on the study results, the average of optimum asphalt content (AOC) at 70%:30% was 6%, 60%:40% was 6.5%, and 30%:70% was 5.8%. The results showed that the variations of 70%:30%, 60%:40%, and 30%:70% all met the specifications of the Marshall parameters. The best results were produced by variations by 70%:30% with stability values 943.69 kg≥ 800 kg, flow 3.17 mm 3-5 mm, VIM 5.21% 3.5-5.5%, VMA 16.87% 15%, VFB 69.11% 65% and MQ 298.27 kg/mm 250 kg/mm. The durability test results of the three variations of coal fly ash filler and brick powder all met the specifications determined by Bina Marga 2010. The requirement for the ratio value between 24-hour immersion stability was 90% of the 30-minute immersion stability value. The highest durability value from the results of the Marshall test on variations of coal fly ash and brick powder on 60/70 layered AC-WC asphalt pen was found in the 70%:30% variation of 91.89%. It shows that the use of coal fly ash filler and brick powder on asphalt pen 60/70 for AC-WC mixture can accept traffic loads (durable).
