Road pavement is a layer that is between the subgrade layer and the vehicle wheels. Roads are built to ensure that they have sufficient carrying capacity and durability to sustain their purpose as road construction.. A major issue in the industry is that stone crushing only creates a small number of filler, which often does not meet demand. It is critical to make effort to find alternate fillers from potential natural resources. Periwinkle shell is one of the filler materials utilized. Periwinkle is a well-known Acehnese delicacy, and there are many food stalls serving it in Aceh province. This restaurant in Kulu mountain can handle up to 20 kilograms of periwinkle meat per day and produce about 2 burlap wastes holding 15 kilograms of periwinkle shells per day. Periwinkle is being used as a filler to turn waste into an usable commodity because this shell has almost the same chemical content as cement. This study was conducted to determine the effect of Marshall characteristics on asphalt-concrete mixtures with the addition of periwinkle shell ash as a substitute for filler. The method based on the specification of Bina Marga 2018. The percentage of cement and periwinkle shell used is 0:100 and 25:75. The results obtained from all Marshall parameters indicate that filler variation 25:75 provides higher stability. Both variations are suitable for heavy traffic and can provide better performance.
