The issues of developing a constitutive model focused on the description of martensitic transformations in steels during thermomechanical loading are considered. The description of the multilevel model general structure is given. The issues of choosing a phase transformation criterion for a homogeneous element of a material at the meso-level, its application for description of the thermomechanical treatment processes using the proposed constitutive model are analyzed. The modeling results and applicability assessment of the selected criterion are presented.
