Activity and student learning outcomes are still low on the material crossing-over Therefore, an Android-based learning media is needed as a supplement to the Genetics course. The type of research is research and development using a 4-D model. This article reports the defined stage (student needs questionnaire design). Questionnaire design stages, namely 1) plan the variable to be measured, 2) the questionnaire formulation, and 3) examination and repair. The results of the study obtained a questionnaire with 3 variables and 3 indicators of student needs for Android-based learning media. Variables and indicators number 1 consist of 11 items of questions. Variables and indicators number 2 consist of 1 question item. Variables and indicators number 3 consists of 1 question item. The quality of research data depends on the quality of the instrument and the quality of the data collection techniques.
