This study describes the formulation of competency achievement indicators in Potential SHS, whether the same or higher than Basic Competence (BC) in Curriculum 2013, the learning model used by teachers, and the teacher factors behind it. This research is descriptive research that describes the conformity between expectations and reality in Potential SHS. The research subjects used convenience sampling for the 11th-grade biology teacher odd semester. Data collection is using interviews and questionnaires. This study compares policies and facts about implementing the 2013 curriculum on biology learning at Potential SHS. The research results show that teachers at Potential SHS have formulated indicators of competency achievement reaching the C4 level and two levels below it with a percentage of 100% and 57% for A1 dan A2. In contrast, A3 formulates indicators of competency achievement, with the highest mode reaching the C4 level of 86%. The learning model used by the potential SHS teacher is Problem Based Learning (PBL), discovery, inquiry learning, and Project-Based Learning (PjBL). The teacher factors behind academic qualifications have fulfilled the qualification standards according to the Regulation of the Minister of National Education Number 16 of 2007 because they are a bachelor and a postgraduate.
