This study wants to look more deeply into what and how management strategies empower vocational high schools in preparing graduates who are ready to work. Especially in the Vocational High School in Blitar Regency, where the district is one of the buffer areas for big cities in the province of East Java. Vocational high schools in Blitar district are intended to be able to prepare graduates who are ready to work so that they can be absorbed by the industry both in Blitar and in other cities around it. This research used the mixed method, to be specific is Embedded Design. The population in this study involved three vocational high schools in Blitar Regency, East Java. Samples were taken randomly as many as 32 teachers and 510 students using random sampling technique. Management Strategic has well empowered Udan Awu vocational high schools. School implements vital management steps from planning, implementation, and evaluation. The planning and evaluation process also involves the industrial world as a user of graduate students; this is considered very important because the industry is the primary market of vocational high school graduates.
