The article analyzes the documents regulating the flights of aircrafts in the airspace of the Russian Federation. An analysis of statistical data on accidents in the air that occurred with aircrafts engaged in commercial flights on local airlines during the period from 2010 till 2016 was conducted, and the number of events, the causes of which are directly or indirectly related to inadequate equipment of aircraft or airfields with radio navigation and communication equipment was determined. The classification of airspace in accordance with the fourteenth edition of Annex No. 11 “Servicing Air Traffic” to the Convention on International Civil Aviation was made, based on which a comparative analysis of the classification of airspace of the Russian Federation with the classification of the airspace of Canada and the USA was carried out. The main problems, which arose during the flights of local airlines, were formulated, and options for their solutions were proposed.
