The paper assesses the functionality of tourist and recreational clusters according to five main indicators of the strategic development of domestic tourism. These indicators include: increasing the share of federal budget funds, providing new jobs, increasing tourist flow, establishing infrastructure facilities, and raising business funds. All indicators are presented in a single system to be easily compared, and the value of each indicator was taken into account in relation to the development prospects of the region. This analysis makes it possible to systematize the current situation and outline the development prospects of the cluster approach in tourism. The authors study the conceptual method of clustering. It is compared with cooperation and an institutional economic approach. The benefits and problems associated with this phenomenon are highlighted. The study results present a ranked list of the functional efficiency of tourist and recreational clusters in the regions of Russia, highlighting the first three leaders and summarizing the successful experience of these projects.
