A high luminosity e+e− collider is proposed to explore decays of charmed mesons, τ leptons, and charmonia. Extremely large event samples will give precision measurements of the absolute branching fraction and structure of hadronic, semileptonic, and leptonic charmed meson decay. Tau pair events will be used to study the properties of τ decay, and to measure the mass of the τ neutrino.
