Use of natural resources is an integral part of modern society functioning. Within the concept of sustainable development and circular economy, a universal solution is being sought to develop an optimal scenario for natural resources consumption in the context of their finiteness. In this regard, it is particularly relevant to study complex process-based phenomenon of the circular economy dynamics through cognitive and system modeling, considering the factors caused by including various human interactions with natural resources in the common paradigm. The analysed results of major scenarios logically prove the circularity of interactions and relationships of various orders that occur while implementing the processes inherent in the circular economy concept, clearly demonstrating the increase in the efficiency and timeliness of management decisions at the government level, and specifically relating to natural resources management.
