This study aims to develop learning tools using the Team Games Tournament (TGT) cooperative model. This device consists of a lesson plan, textbooks, worksheets, competition cards, and assessment tests. This type of research and development uses a 4-D model, which consists of characterizing, structuring, creating, and scattering. The learning instruments include exercise designs, student worksheets, course books, competition cards, and assessment tests. Testing the TGT learning tool involved two classes of students in one public Primary school in Mojokerto (N = 60) who had heterogeneous characteristics. The data were collected using observation, tests, and questionnaires. The data analysis technique used quantitative descriptive in the form of percentage and N-Gain criteria. The results showed that the TGT learning model was effective in improving student learning outcomes with N-Gain 0.72. Learning tools with the TGT type cooperative model developed are useful, practical, and sufficient to improve student learning outcomes. Due to the limitations of research topics and subjects, this study needs to be developed on the same topic as the TGT cooperative model to test its effectiveness.
