Educational management for the transition of science to Education 4.0 in the 21st century needs appropriate policies and strategic leaders in order to sustain education. The data in this study came from document analysis and brain storming among the directors of primary and secondary educational service areas under the Office of the Basic Education Commission. Policy is a mechanics to drive educational management for the transition to Education 4.0 in the 21st century. Cultivating ideas to citizen and youth is a key variable of teaching and learning. Teachers demands skills in knowing, managing and designing their teaching. Strategic leaders are persons who encourage shared goals and values among subordinate educational personnel. The types of strategic leaders include strategic leaders, organizational structure leaders, practical system leaders, personnel leaders, skills leaders, management leaders, and creating shared values leaders.
