The effect of meteorological conditions on the growth and development of ‘Nadezhda’ Brassica oleracea in a greenhouse under a fluorescent film which luminesces in the red spectral region with a maximum of 615 nm, in May of 1999–2008 in the Tomsk region (Russia) was studied. It was established, that the activation of growth processes of plants under a fluorescent film at the optimal temperature setting and the intensity of PAR is determined by the intensity of UV radiation. To trigger the fluorescent radiation of a fluorescent film to an optimal extent, that ensures a change in the low-energy reaction behavior in Brassica oleracea and changes the plant’s morphogenesis, it is necessary to provide an average daily radiant exposure of UV radiation beyond the greenhouses to the extent more than 99 J/cm2 a day and more than 3000 J/cm2 a month.
